Biography

Kevin Carroll has worked in development aid for almost 30 years. He spent more than 10 years of his time overseas, in five different postings overseas. This included work at management level in both Bilateral Aid and the NGO sector, as well as on a consultancy basis, in over 20 countries in Africa and Asia. His most recent work was on coordinating Irish Aid’s response to the Ebola crisis in West Africa. He has also lectured in development studies in UCD.  His particular area of expertise is in the political economy of governance, having conducted research on this area in a number of African countries, as well as working for many years as a governance advisor with the Irish Aid programme at the Department of Foreign Affairs and Trade.   He represented Ireland for a number of years at the Governance Network of the OECD Development Assistance Committee, including a period as chair of the network’s task team on taxation and governance.
